Attorney General's Human Trafficking Commission
North Dakota Office of the Attorney General

In response to the presence of human trafficking in North Dakota, a Human Trafficking Commission was created by the 64th Legislative Assembly and established within the Office of Attorney General. N.D.C.C. § 54-12-33. The Commission was originally charged with developing a coordinated and comprehensive plan to provide victims with services; collecting and evaluating data on human trafficking in this state and promoting public awareness about human trafficking, victim remedies and services, and trafficking prevention. During the 65th ND Legislative Assembly, the authority and duties of the Commission were narrowed in order to focus on the collection and evaluation of data, and to promote public awareness on human trafficking and victim services. The Attorney General’s office partners with the federal North Dakota Human Trafficking Task Force on these efforts.

Man-To-Man Campaign

At the end of the day if no one purchased commercial sex, the crime of sex trafficking wouldn't exist. Therefore, it is imperative that we address the issue of demand in order to create a culture where the buying and selling of human beings for another's sexual gratification is not looked upon as normal behavior.

Human Trafficking 101
Human Trafficking is the social justice issue of our time. It is happening in every corner of the United States, but few know how to recognize and report incidents of human trafficking. Traffickers are targeting OUR children, in their own backyard, school, mall, and digital device. Through this book, you will discover the dynamics of human trafficking and how to appropriately respond. You will also get real-life examples of human trafficking, in its different forms, and easy-to-implement solutions for individuals, families, groups, and communities.

Renting Lacy
The average age of entry into prostitution in America is 13 years old. Forced into a life they never chose, manipulated, abused and tortured at the hands of the pimps who control them, our country's children are sold on the streets, on the internet and at truck stops across America every night. They arent bad kids who made bad choices. They are victims of child sex trafficking. They come from our neighborhoods, our schools, our churches, and sometimes our own homes. Author Linda Smith brings to life characters based on real stories and interviews with teen survivors. Meet Lacy and Star as they reveal the underbelly of our country s commercial sex trade. Get to know the men who sell them, and the ones who buy them. Let Renting Lacy draw you into the lives of these young girls as they struggle to survive each night, watching their childhood hopes and dreams slip away in the darkness. Let it compel you to action.

The Slave Across the Street
While more and more people each day become aware of the dangerous world of human trafficking, many people in the U.S. believe this is something that happens to foreign women, men and children - not something that happens to their own children and neighbors. They couldn't be more wrong. In this powerful true story, Theresa Flores shares how her life as an All-American, 15-year-old teenager was enslaved into the dangerous world of sex-trafficking - all while living at home with unsuspecting parents in an upper-middle class suburb of Detroit. Her story peels the cover off of this horrific criminal activity and gives dedicated activists as well as casual bystanders a glimpse into the underbelly of human trafficking. Even more importantly, Theresa's story and expertise as a counselor and licensed social worker help identify red flags that could prevent her plight from becoming the fate of an unsuspecting teenager. She discusses how she healed the wounds of sexual servitude and offers advice to parents and professionals through prevention tips, education and significant information on human trafficking in modern day America. With insights and perspectives from a doctor, a friend and her own brother, Theresa's memoir provides a well-rounded portrait of the dark world of human trafficking and serves as a reminder of the most important element to overcoming slavery: hope.

Slavery in the Land of the Free
A Student's Guide to Modern Day Slavery, Slavery in the Land of the Free is a follow-up project to bestseller, The Slave Across the Street. With more than 13 million children enslaved worldwide, human trafficking is a serious problem in the United States. The average age of a sex slave is 11 years old. The targets are anyone who is vulnerable. In Slavery in the Land of the Free, students will get an in-depth look at the truth about human trafficking in your own neighborhood. With statistics, stories, and graphics, it presents students with a clear picture of how trafficking happens and how prevalent it is in our world today. We ended slavery once before in the United States and we can do it again now.

In Pursuit of Love
Rebecca Bender’s powerful story of survival and redemption pulls back the curtain on the hidden world of sex trafficking in America. Once a promising student and athlete from a small town in Oregon, Rebecca was lured by a predator posing as a boyfriend and trafficked across Las Vegas for nearly six years. Enduring branding, abuse, and control, she found hope and faith even in the darkest moments. After a federal raid led to her escape, Rebecca committed herself to helping others by working with law enforcement and using her voice to expose trafficking’s reality. Her journey reminds us that no matter how painful the past, it doesn’t define our future—and that each of us can play a role in creating change.

This 2019 documentary tells the stories of young women coerced into prostitution – and follows one police unit that’s committed to rooting out sexual exploitation. Award-winning director Jezza Neumann and producer Lauren Mucciolo embed with the Phoenix police unit that’s tackling child sexual exploitation, offering an inside look at the lucrative industry through unique access to a series of undercover, high-stakes police operations. They also film with young women who have escaped the trade. Using fake online ads as decoys, the Phoenix police unit targets both the traffickers luring young women into prostitution, and the “buyers” – many of whom claim to not know that the girls they interact with are victims of trafficking. With extensive and intimate access to local law enforcement, prosecutors, service providers and the women themselves, the film shines a light on the hidden reality of sex trafficking in America.

On Nov. 12, 2024, the Office of Justice Programs joined state and federal officials, advocates, survivors, families of victims, law enforcement and journalists to discuss the crisis of missing or murdered Black women and girls.
